The Office for Democratic Institutions and Human Rights (ODIHR) of the Organisation for Security and Cooperation in Europe (OSCE) published its 2024 Hate Crime Report on 17 November 2025, on the occasion of the International Day for Tolerance. Forty-six of the OSCE’s 57 participating States provided official data for the report, which contains information and statistics on hate crime incidents in OSCE countries.
The OSCE report contains information on a total of 12,714 hate incidents in 47 participating States, as reported by 125 civil society organisations, the United Nations High Commissioner for Refugees (UNHCR) and OSCE missions.
The section of the report on Greece states that, according to the official data provided, a total of 154 hate crimes were recorded by the Greek police in 2024, of which 111 were prosecuted by the public prosecutor's office and 23 resulted in convictions.
OSCE/ODIHR indicated that there is a more urgent need than ever to develop systematic and long-term training programmes for police and prosecutors in the OSCE region, including those targeting communities, in order to effectively combat hate crimes and ensure meaningful access to justice for victims.
OSCE/ODIHR Director Maria Telalian highlighted that hate crimes have a devastating impact not only on individual victims but on entire communities, stressing that education is central to combating hate crimes and that every police officer, prosecutor and judge needs the necessary tools and skills to recognise hate crimes, protect victims and bring perpetrators to justice.
The Federation of Western Thrace Turks in Europe (ABTTF) contributed in writing to the preparation of the OSCE 2024 Hate Crime Report, reporting on hate-based attacks and hate speech targeting the Turkish community in Western Thrace in Greece.
In its written contribution, ABTTF highlighted that the Friendship, Equality and Peace (FEP) Party, which won the most votes in the prefectures of Rodopi and Xanthi in the European Parliament (EP) elections held in Greece on 9 June 2024, was subjected to stigmatisation and hate speech both in politics and in the media, and reported that a young child belonging to the Turkish community in Western Thrace in the city of Komotini was attacked by a racist group.
